Enhance Annotation PDF Markup

When adding annotations and attaching issues, there are a few visualization problems:

1. The system only accepts 9 characters for the issue ID. Depending on the prefix used, the full issue number may not be visible in the PDF when the annotation is attached.

2. When there are multiple comments placed close together on a PDF drawing, the issue ID text overlaps. The size of the issue ID text should be customizable to prevent this overlap.

These improvements would help ensure the full issue details are clearly visible and the annotations are more readable, especially in crowded areas of the PDF drawings. Addressing these limitations would enhance the user experience when working with annotations and issues in the Bentley portal.
