Transition Approval: Give reject button same permissions as approve button

Currently, you can set an approval to a transition.

Everybody, including people who cannot approve see the approve button (greyed out) but can use the reject button (see screesnhot 1). Why is there different permissions on approve and reject?
Our ask is to deactivate both buttons for people who cannot approve.

An even better solution would be to show these buttons only to the person who can approve (see screenshot 2). All other users should not see the buttons but the person who must approve:
