Track comments - Increase "comment" functionality

In the same way we can track issue to resolve them

We are in a need to track comments and annotations place in various PDF or document under PWE ( add comment)

As of today comments and annotations are gray data that reside inside a XFDF/transmisison or being associate to a PDF.

As such we have no way to track those comments and annotation.

Classic example, PDF is being discussion and annotate in a meeting. At a later time we need to find that comment, it is alomost impossible, unless you have been involve.

Another example, we ar enot able to tell someone, please look for the comment about the pile location.

Annotation and comments need to have Tags/Category or any form of metadata.

In the same way we have a dashboard for Issue, we need to have a dashboard for annotation and Comments.

We all need to have a way to display annotation Comment in a hierarchy style ( folder structure).

And annotation can belong to more than one tags/Category

It needs to be dynamic

It needs to be access manage ( at minimum they need private versus public)

etc...
