In the Documents module, you should be able to select documents and then use a context action to create a Design Document Review form instance with them.
We are no longer adding features to PW 365, however this feature is available in Infrastructure Cloud. If enabled on your project, pdf Documents can be open with in PDF markup and associated Form instances can be created from there.
