Ability to add comments in bulk to Issues

Currently How it Works: User need to open Issues one at a time to be able to add their comments. Import from CSV does not allow to update/edit any exixsting instances, it will only create new ones

Requirement: The ability to use Import from CSV tool to update/edit any exixsting instances which may then allow users to add Comments in bulk.
